The first issue is to figure out what type of soundcard you have installed.
If it's built into the motherboard, you will most likely have sound out/in and mic in built into the back of the case. If this is the issue, reboot and get into your CMOS settings to make sure the soundcard is enabled.
If it's separate, figure out which one it is and check the mfgrs site to see if they have drivers for it.
If it worked in Win98, chances are that you were supplied drivers for it. Check to see if you have the disk for it and then go to the mfgrs site for the drivers.

urm...that's not a soundcard. That's the voice portion of a voice/fax modem. For that to work, it needs to be connected to a soundcard.
It appears you have two voice modens - one internal, and one external. In checking a couple of message boards, this modem appears to have major problems with WinXP. One post suggested using the Windows 2000 drivers.
My recommendation would be to ditch the modem, put in a real soundcard (something like a Soundblaster Live or something similar) - don't...DO NOT...buy a cheap no name soundcard. Since you're happy with the external USB voice modem, stick with that..
