WinXP and Win2000 go well beyond "better looking icons" and "more features". Both utilize NTFS verses FAT32, which is a more robust file system. Additionally Win2000 and WinXP Pro include file encryption, and advanced (and I might add, easier) networking capabilities. Additionally, security is greatly enhanced over Win95/98. As to Win98 being like Win95 - the original Win95 was based on FAT16 (Win95 OEM included support for FAT32).
