Well here's what i would think to do. First would be to check unattend.txt. This file lets you install winxp w/o input, however i didnt find any settings to disable outlook express from it.

The second thing would be to use a group policy to disable OE, however in gpedit.msc i did not find any policy, although there might be a policy/restriction to do this.

If you open OE and look at the help menu, it lists all the OE files. you could make a script to delete all these files, maybe a logon script to be run the first time a user logs in. Make sure you delete the files from the dllcache too.

Thats what i would suggest looking into, however i dont think it can be done short of a manual removal.

you cannot uninstall OE using that ini file. OE is in add/remove programs if you upgrade, if you uninstall from there, it just reverts your previous OE.
