This is by design. WHen win98 was in testing phase, most people only had like 64 MB of ram, back then 512 of ram was very unheard of. Remember microsoft only tests the minimum requirements theres never any tests as the maximum of ram u can use. This problem might be caused by mismatched or bad ram. If you use more than 256 MB of ram in win98 it will slow down the system since win98 will try to use all the ram.

My suggestion? Get a real os that's designed for major ram, such as win2k or winxp. Win98 was just designed for basic needs. Win98 has built in system limitations from the win 3.1 days that are hard coded, there's no "patch" around this.
