when i change user in win7, i lose internet connection...why,why,why?

i have a desktop computer running win 7 ultimate and a laptop with win xp professional.
the desktop have internet connection and both are connected through a wired router.
internet connection work just fine on every user configured on desktop, but on laptop i have internet only when a specific user is active on desktop computer!
all users have admin rights on both machines.

why? what can i do to configure internet access independently who is logged on desktop computer?
