I have RR and I use Register.com. I have a "server" set up that is connected to the cable modem and does ICS for me. This "server" never goes down and therefore almost always keeps the same IP address (about once every 3 months the power goes out or something happens which causes me to lose my IP). I then go to Register.com, update my domain with my new IP, wait 24-48 hours and then I'm back up.
It's not optimal, but the users of my web site (family) don't have strict availability requirements =)

I think it depends on what type of service you want to provide.
If it's just occasionally send a link to a friend to check something out, it might work.
I have my domain hosted with crystaltech.com. It costs me $20 a month, but I get an opportunity to do a lot of interesting things for that money. It's a more full featured web host, and also provides email and such.

Sure. The problem is that you are going to have to know your ip address each time you want to go to the web site. Lots people do this and use various tricks to get it done. Some people set up a script to email them whenever their IP address changes that way you always know where your web server is located.
